It is unlawful to place, deposit, erect, construct, leave, maintain or otherwise cause to be upon any street, alley, sidewalk, right-of-way or other property belonging to the city or in which the city has any interest, any sign, advertisement, notice, merchandise, or other thing, or any encroachment or obstruction of any kind whatsoever.
