The City Manager's Office's mission is to provide the citizens of Albany with services that are efficient, effective and that meet their needs through customer service-based delivery. The City Manager's Office also strives to manage and direct all activities of the city government as outlined by the City Charter and Code of Ordinances, and as directed by the Board of City Commissioners.

Sharon D. Subadan, MPS, CPM, CPFP,  City Manager

Sharon D. Subadan is recognized as a dynamic senior executive with strong organizational and leadership skills.  She is effective in implementing innovative programs and initiatives with considerable success in stimulating organizational change. 

With over 25 years of experience in public administration, she specializes in multi-sector collaboration and public leadership.   Sharon is the City Manager of Albany Georgia, and serves a population of 77,000 and oversees 1,100 employees and a budget of $265M.

Sharon is a graduate of The George Washington University with a Masters degree in Public Leadership.  She is a Certified Public Manager and a Lean Six-Sigma Black belt who is passionate about servant leadership in the Public space.

Stephen Collier has been a long time employee of the City of Albany, and he has worked his way up through the ranks. He was first hired as a Senior Storekeeper for the City of Albany Auto Parts Division on August 1, 1982. He served in that capacity for eight years.

In May 1990, he was promoted to Buyer in the Procurement Division.

During his nine years as a Buyer, Mr. Collier received his Certified Professional Public Buyer (CPPB) certification. His primary focus was on the procurement of vehicles and heavy equipment.

In August 1999, Mr. Collier was promoted to Superintendent of Fleet Management. In November 2000, Janice Allen Jackson, City Manager, promoted him to Interim Director of the Central Services Department. On December 5, 2001, Mr. Collier was appointed as Director of Central Services.

Mr. Collier wore two hats in 2006, serving as Director of Central Services and as Interim Special Projects Manager for City Manager Alfred D. Lott.

Mr. Collier has over 33 years of experience with the City of Albany serving in various capacities. On July 3, 2014, he was promoted to his current position of Assistant City Manager for Utilities and Administration.   


Phil Roberson, Assistant City Manager for Utility Operations

Phil Roberson was born and raised in Albany, Georgia. He attended Albany High School and Riverside Military Academy. After returning to Albany in 1974, he signed up as a Laborer in the Street Division of the Public Works Department. He rose through the ranks in that Division, and was promoted to the position of Street Superintendent in 1992.

In 1993, Mr. Roberson was elected to the City’s Board of Pension Trustees, where he has served as Chairman since 1995.

In 1999, Mr. Roberson was promoted to the position of Director of the Public Works Department.

In 2014, Mr. Roberson was promoted to his current position of Assistant City Manager for Utility Operations. His current duties include oversight of the Water, Light, Gas, Storm Water, Engineering, Sewer Systems, Solid Waste, and Street Maintenance sections of the City’s Utility Operations.
