It is a violation of City of Albany ordinance to place, trash, building material, household trash, tires, appliances, or tree shrubbery or lawn trimmings or any other debris outside vacant rental units.  If the owner does not remove or have removed all debris, the city disposes of the debris and charges the owner/manager the amount necessary to pay for such removal.
